When Poland and Ukraine in 2007 received rights to organize Euro 2012 tournament their Governments and National Football Associations committed onselfs to make all necessary investments and prepare their countries to this huge sport event.

At the end of 2009 UEFA had announced the names of all eight Euro 2012 host cities.
Moreover, Polish and Ukrainian sides were obligated to conform their standards to the World norms.

All projects were divided into several major categories: stadium, city transport systems and airport, also railway transportation, supporting airports and road transport. All investment projects have two stages: preparation and completion.

Projects preparations states are specified by four colors scale. White means the project is being completed ahead of the scheduled time, green - according to the scheduled time, yellow - delayed, red - critical delay, what means that the project is still under control but works must be accelerated in the coming months to minimize the delay and black - delay that cannot be made up for which means that the project is no longer viable and will not be completed prior to Euro 2012.

In the latest report from 12 February, 2010 UEFA assesses the risk of Wroclaw not being able to complete the stadium before the Euro 2012 football championship as being “very high”.

The main charge against Wroclaw, however, is that it covered up a lack of progress in the building of the stadium, which forced it to sack its constructor last December.

Wroclaw authorities decided to cancel the 200 million euro contract with Mostostal Warszawa but they did not inform UEFA about the problems with the contractor and lack of progress.

UEFA has also criticized Warsaw’s preparations of infrastructure around the stadium.

Similar situation is in Ukraine,where two of the host cities Kiev and Lviv are behind schedule.
